BY-LAWS of the CHURCH CONSTITUTION
THE FIRST BAPTIST CHURCH
Tishomingo, Oklahoma
1993
Article I. MEMBERSHIP
Section 1. Qualifications. The membership of this church shall consist of:
(A) Such persons as confess Jesus Christ to be their Savior and Lord,
(B) Who have been examined by the church as to their Christian experience, entered
Into this church’s covenant, and who,
(C) Have been accepted by seventy-five percent (75%) vote of members present of the church. Should the Circumstances recommend it, any questions about the acceptance of a candidate into the church will, by majority vote of the membership present, be referred to a “Membership committee” who, after examining the candidate, will make there recommendations to the church. [See Article IV, Section 18 (A) on Special Committees.]
Section 2. Duties. Members are expected, first of all, to be faithful in all duties essential to the Christian life; and also to attend faithfully the services of this church, to give regularly for its support and its causes, and to share in its organized work.
Section 3. Rights. Such members as are in full and regular standing and do not hold letters of dismissal, and such only, may act and vote in the transactions of the church.
Section 4. Termination. The continuance of membership shall be subject to the principles and usages of Baptist churches, and especially as follows:
(A) Any member in good an regular standing who desires a letters of dismissal and recommendation to any other Baptist Church is entitled to receive it upon his request. In case of removal to another community, he should promptly make such request.
(B) Removal of church fellowship [See Article VI].
Article II. CHURCH OFFICERS
The officers of this church shall be as follows:
Section 1. Pastor. A pastor shall be chosen and called by the church whenever a vacancy occurs. His election shall take place at a meeting called for that purpose, of which at least one week’s notice to the church’s membership has been given. A pulpit committee shall be elected by the church to seek out a suitable pastor, and their recommendation will constitute a nominations. The committee shall bring to the consideration of the church only one man at a time. Election shall be by ballot, an affirmative note of three-fourths (3/4) of those seventy-five present (75%) being necessary to a choice. The pastor, thus elected, shall serve until the church, or he, feels his mission has been completed in this field. The pastor shall have charge of the welfare and oversight of the church. He shall preside at all meetings of the church, except as hereinafter provided. A fifteen (15) day notice will be given before his service is ended. Section 2. Deacons.
(A) Qualifications of Deacons. The office of deacon is an office of service to
Christ the church. (Acts 6 and I Timothy 4). It is not a position or office to
Give a person in order to honor Him.
(B) Election of Deacons.
(1) Beginning the first Sunday in October of each year nomination forms, for the purpose of selecting deacons, will be sent out in the church newsletter and the Sunday bulletin. Nominations will be received until and no later than the last Sunday in the October. These nominations will be turned into the church office or during Sunday School. Nominations will remain anonymous to all, with the exception of the pastor and the deacons. Nominations can be made only by members of the First Baptist Church, Tishomingo. Each member may make only one nomination.
(2) The three (3) men receiving the most nominations will be counseled by
the pastor and a deacon and will, at the discretion of the pastor and
deacon body, be presented as candidates for ordination at a subsequent
regular monthly business meeting. If more than three (3) receive the
minimum number of than three receive the minimum number of
nominations (10) then they also will be counseled and considered as
candidates for ordination.
(3) Any man joining our church who has previously been ordained in a
Southern Baptist Church of like faith and order, must first be recognized as a deacon by the vote of the church. He then would be eligible for active service, after being a member of First Baptist Church, Tishomingo, for six months.
Section 3. Church Moderator.
In church business meetings, regularly scheduled, or in called meetings, the moderator shall be the pastor. In the absence of the pastor, or the lack of, the chairman of the deacons shall preside. In the absence of both, the church clerk shall call the church to order and a moderator pro tempore shall be elected. The church moderator shall preside at church business meetings, maintain order during business meetings, and shall expedite the business of the church. (Procedure for the meetings will follow Robert’s Rules of Order.)
Section 4. Church Clerk.
(A) The clerk of the church shall keep, in a suitable book, a record of all actions of the church, except as otherwise herein provided. The clerk shall keep a register of the names of members, with dates of admission, dismissal, or death, together with a record of baptisms. The clerk shall issue letters of dismissal voted by the church, preserve on file all communications and written official reports, and give legal notice of all meetings where such notice is necessary, as indicated in these by-laws. The clerk shall consider it a part of their responsibility to promote loyalty and efficiency in church life.
(B) The church clerk shall be responsible, in cooperation with the church
secretary, and other appropriate church officers, for establishing and
maintaining a suitable place and system for preserving all church records for
future reference and for posterity’s sake.
( C) The Nominating Committee shall present nominations for Church Clerk to
the church for consideration during the
Section 5. Church Treasurer.
(A) It shall be the duty of the church treasure to supervise the counting (with the
assistance of two (2) counters named by the treasure at a time specified by the treasure) all monies received by the church, and, to preserve, and pay out, upon receipt of vouchers approved and signed by authorized personnel [designated church staff, leaders of church organizations] for budgeted and/or church authorized expenditures, all money, or things of value paid or given to the church, keeping at all times an itemized account of all receipts and disbursements. Payment of bills for local work and expenses shall be made promptly by check, and all funds received for denominational or other causes shall be remitted at lease monthly by check. It shall be the duty of the treasurer to render to the church at each regular monthly meeting an itemized report of receipts and disbursements for the preceding month, and this report shall be reviewed by the treasurer for the church in its regular monthly business meeting. Within thirty (30) days after the end of each fiscal year, the treasurer shall render to the church and annual report showing the total amounts of receipts, and an itemized statement of all disbursements. Prior to the rendition of this annual report, upon its completion by the treasurer, the report shall be audited by the Finance Committee, and its chairman shall sign the report before it shall be accepted by the church. All books, records, and accounts kept by the treasurer shall be considered the property of the church. The books shall be open to inspection at all times by any member of the church.
(B) Upon rendering the annual account at the end of each fiscal year, and its approval by the Finance Committee, and its acceptance and approval by the church, the same shall be delivered by the treasurer to the church clerk, who shall place it and preserve it with the other permanent records of the church. The treasurer shall, upon election of a successor, promptly deliver to the successor, all books, records, and accounts pertaining to or relating to in any manner the duties of the treasurer’s office. In the event of the resignation of the treasurer and the lack of an elected successor, all books, records, and accounts should be turned over to the Chairman of the Finance Committee until a new treasurer can be elected by the Church.
(C) The Nominating Committee shall present nominations for Treasurer to the church for consideration during the September business meeting.
Section 6. Church Music Director. The church music director shall be charged with responsibility to provide worshipful music for all services and departments of the church, and shall have general oversight and direction of the music. They are to direct the choir or choirs in practice and public singing, and are to cooperate with the pastor and other leaders in the selection of suitable music and the devising of appropriate musical programs for all occasions where such services are needed. {For further information see “Church Staff Job Descriptions: ‘Music Director’”].
Section 7. Youth Director. The church youth director shall serve as coordinator and director of youth activities in the church. The youth director’s responsibilities will include promotion of youth attendance at regular and special church services, development and promotion of programs to especially encourage spiritual growing among church and community youth, and assume a leadership role in encouraging youth involvement in such activities as Vacation Bible School, Falls Creek summer camp, and associational youth activities. Section 8. Nursery Coordinator. The nursery coordinator shall oversee the work of the nursery and shall work with the Nursery committee to determine the nursery’s needs, and shall be responsible for the planning and organizations of the Mother’s Day Out program. Section 9. Sunday School Director: The basic:
The Sunday School director serves as the general administrative leader of a church’s Sunday School ministry. This person is responsible for coordinating the work of all Sunday School classes, departments, and other Bible study groups toward the overarching objective of Sunday School. He leads the Sunday School Planning Team in planning, organizing, enlisting and equipping leaders and in mobilizing members to achieve goals toward the stated objectives.
Major Responsibilities
- Meet regularly with the pastor and staff to evaluate the work of the Sunday School and set agenda for Sunday School Team Meetings
- Lead the Sunday School Team Meetings.
- Communicate goals and actions to leaders and participants and evaluate progress.
- Lead in developing an effective organization that facilitates spiritual transformation.
- Lead in efforts to call participants into service and in enlisting and developing new leaders.
- Lead in evaluating needs related to space, budget, Bible study curriculum, supplies, and other resources; recommend needed actions.
- Set a positive example for others by living as an authentic witness of Christ and through full involvement in the life and ministry of the church.
- Enlist: The Sunday school director will assist the minister of education in enlisting teachers for the department and will assist the teachers, when needed in enlisting class officers. The Sunday School Director will also help teachers arrange substitutes when they will be absent. The Sunday school Director may need to substitute teach in the case of last-minute absences.
Article III. OFFICERS OF CHURCH ORGANIZATIONS
All organizations of the church shall be under church control, all officers being elected by the church and reporting regularly to the church. It is understood that the pastor is ex-officio head of all organizations named, and in all of them his leadership will be recognized.
[Note to all officers of church organizations: all information on the duties of the officers of church organizations in this section should be coordinated with committee job descriptions {Article IV of By-Laws} and that
Section 1. Sunday School Officers. Sunday School Officers shall consist of: a Sunday School Director, one or more Associate Sunday School Directors, Sunday School Outreach Director, Sunday School Secretary, Department Directors, Department Associate Directors, Department Secretaries, Sunday School teachers, and assistant teachers. Additional department and class officers may be elected within the various departments and classes. Sunday School officers will be elected annually by the church. Following the procedures outlined in Article IV of the By-Laws under “Nominating Committee.” Nominations to replace vacancies which occur during the year may be made during the year may be made during regular business meetings. The goals of Sunday School officers shall be those ordinarily designated in a Southern Baptist “Standard Sunday School.”
Section 2. Discipleship Training. The Discipleship Training Director and Group Leaders of the Discipleship Training program shall be elected annually by the church following the procedure established in Article IV of the By-Laws under “Nominating Committee.” Each discipleship training group may elect officers and sub-committees as needed to accomplish their group’s training objectives.
Section 3. W.M.U. Officers. The Woman’s Missionary Union shall consist of W.M.U. Director, elected by the church and who will coordinate the following:
a. Baptist women shall have a president, secretary/treasure, missions activity
Leader.
b. Acteens leader(s).
c. Girls’ auxiliary leader(s).
d. Mission Friends leader(s).
Section 4. Officers of the Brotherhood. The officers of the Baptist Brotherhood shall consist of president, vice-president, secretary and treasurer. Together, with the leaders of the various children and youth auxiliary organizations sponsored by the Brotherhood, they shall be elected annually by the church following the procedure established in Article IV of the By-Laws under “Nominating Committee”, other officers, leaders and committees shall be selected by the Brotherhood general officers. The duties of these officers and committees shall be those designated by approved denominational standards. Following their election, the general officers of the Brotherhood shall be publicly installed.
Section 5. Happy Sonshiners. This group consists of adults age 55 and plus. The officers consist of President, Vice-President and Secretary and the group meets once a month at noon for lunch and fellowship on the third Tuesday of each month
Section 6. Other Church Officers. Other necessary church officers may be nominated and elected as church needs and circumstances dictate.
Section 7. Church Employees and Professional Staff Members. Recommendations for professional staff positions and job descriptions shall be made to the church by the Policy, Procedure and Personnel Committee in consultation with the pastor. The pastor shall act as church administrator unless the church has made other arrangements and employees and professional staff members shall be under the general direction of the pastor.
Article IV. Church Standing and Special Committees
Section 1. General Procedural Guidelines for all Committees.
(A) Either the chair of the committee or the church moderator may call a committee meeting. Each shall confer with the other concerning the matters to which the committee shall give attention. Sixty (60) percent of the members of that committee must be present to constitute a quorum.
(B) The committee head shall be responsible for reporting the work and recommendations of the committee to the church.
(C) A committee which expects the church to take any action on a matter should present the matter in the form of a clearly stated, written recommendation.
(D) It should always be remembered that the power of the committee is advisory and suggestive only; except where the church has definitely delegated authority in special cases.
(F) No person shall serve as chair of any committee for more than two (2)
consecutive years except by action of the church. Committee members may be
re-elected, thus serving succeeding terms, for an indefinite period, unless
otherwise specified.
(G) The Nominating Committee shall make an effort to place a person on only one
Standing committee.
(H) All full-time staff are ex-officio members of all committees.
(I) All Committees, without exception, are elected by, and are responsible to the church.
(J) Before the new fiscal year, each committee has the responsibility for developing and presenting to the Finance Committee in a timely manner, its own budget needs.
(K)By April 1 of each year a committee should review and update its committee procedures and policies and submit and recommend changes, in writing, to the Policy, Procedures, and Personnel Committee to be reviewed and/or included in the annual updating of the Church By-Laws.
The following standing committees shall be elected by the church:
Section 2: Trustees.
(A) The Trustee Committee shall consist of five (5) members elected by the church. A trustee shall serve for three (3) years, and, until they’re successors shall be elected.
They will hold in trust the property of the church until their successors are elected or they are re-elected. They shall be elected by staggered terms with two (2) being elected one (1) year, two (2) the next year, one (1) the third year, and then repeating the pattern.
(B) They shall have the actual care of the place of worship, but shall have no power to buy, sell, mortgage, lease or transfer any property without a specific vote of the church authorizing such action.
( C) They shall represent the church in legal matters as authorized by the church.
Section 3. Church Council.
(A) The Church Council shall consist of, but not be restricted to, the pastor, professional staff, and the heads of all church organizations created in Article III of these By-Laws.
(B) The Church Council shall:
1. Formulate overall objectives for recommendation to the church.
2. Plan a church program that is relevant to church and community needs.
3. Help coordinate church organizational activities and help avoid overlapping responsibilities in the various church organizations.
4. Recommend roles and responsibilities for organizations and committees.
5. Prepare, update and coordinate the church’s calendar of activities.
6. Work to enrich the church fellowship.
7. Evaluate program achievements in terms of church goals and objectives and report evaluations to the congregation.
Section 3. Nominating Committee.
(A) The Nominating Committee shall be composed of five (5) members
(B) Nominating committee elections will be held not later than the regular monthly business meeting in June and the nomination will be made at a regular business meeting.
(C) Nominations will be made from the floor by church members who stand to make the nomination. This will continue until nominations cease. If nominations exceed five (5), elections shall take place by secret ballot.
(D) The committee shall choose its chair from those elected.
(E) Members of the Nominating Committee shall not succeed themselves.
(F) The responsibilities of the Nominating Committee shall be:
1. Select, interview and enlist church organizational leaders, teachers and church
officers. Present nominees to the church for election by the September
business meeting and then notify them of their election.
2. Nominate standing committee members subject to the approval and elections of the church and select the committee chair.
3. Nominate personnel to fill vacancies during the year, subject to the approval of the church.
Section 4. Baptism Committee
(A) The Baptism Committee shall consist of two (2) men and (2) two women elected
Annually by the church. Nominations to the committee shall be made by the
Nominating Committee and/or from the floor.
(B) The Committee shall:
1. Assist the pastor and candidate in the ordinance of baptism.
2. Meet the candidates at the appointed time and show them to their dressing rooms.
3. See the baptismal robes and equipment are available and in good condition.
4. Assist the candidates from the pool to their dressing room.
Section5. Lord’s Supper Committee
(A) The Lord’s Supper Committee shall consist of all active deacons.
(B) This committee shall see that the Lord’s Supper is prepared and observed at least a quarter.
(C) The chair and vice-chair of the deacons will be responsible for the preparation of bread and grape juice and the Lord’s Table.
(D) Deacons will be assigned roles by the pastor and deacon chair for the observance and will assist afterwards in the cleaning and storing of the utensils.
Section 6. Usher Committee
(A) This committee shall consist of sixteen (16) members elected annually by the church. Nominations to the committee shall be made b y the Nominating Committee and/or from the floor.
(B) The committee shall establish a rotating quarterly schedule with four members of the committee scheduled to be on duty each Sunday. Members of the committee must inform the committee head of they cannot serve on a scheduled date.
(C) Members of the usher committee scheduled to serve on a particular day need to arrive before the service early enough to insure the auditorium is ready for service (heating or air conditioning at a comfortable temperature, normal lighting is turned on, podium furniture in proper place, auditorium is clean and neat, etc.), adequate bulletins are available, offering plates are available, a supply of visitor’s cards is on hand, and so forth.
(D) Assigned committee members shall be at the main entrance to the auditorium fifteen minutes before morning and evening services and cordially greet members and guest’s as they arrive. Guests and late arrivals should always be offered assistance in finding seats. This is especially important on special event days when there are large numbers of guests. Guests and/or late arrivals should be brought into the auditorium, at appropriate breaks in the service, never during prayer or special music. Visitors’ slips also should be delivered to the pulpit at a time when it will not distract the congregation from the pulpit presentation.
(E) Members of the usher committee should familiarize themselves with the necessary information on the times of church services, locations of classes for various age groups, and available church programs (e.g. youth, singles,’ ministry, nursery, choir groups, etc.) the services, for being attentive to the needs of persons during the service (e.g., adjusting auditorium temperature), carrying out special requests of the speaker or performers, and providing any emergency assistance that might be necessary.
Section 7. Budget and Finance Committee.
(A) The Budget and Finance Committee shall consist of five (5) members elected annually by the church. They shall be nominated by the Nominating Committee and/or from the floor.
(B) Committee Responsibilities:
1. They shall supervise the raising of all money in the church and have supervision over the expenditure of the same.
a. No contract for supplies, materials, or services pledging the credit of the church shall be made except upon approval of the Budget and Finance Committee, unless authorized by direct vote of the church.
b. Except for general budget items, expenditures for items costing more then seventy-five dollars ($75) shall have the approval of the church. Any church or staff member who makes an unauthorized purchase may be financially responsible for that purchase. The Budget and Finance Committee can authorize, at its discretion, the expenditure of up to five hundred dollars ($500) to deal with an emergency situation where further destruction of church property is imminent unless such measures are taken. All such actions shall be reported to and reviewed by the church in the next regular business meeting.
c. All payments for supplies, materials and services shall be made by the church treasurer.
2. They shall provide for an annual audit of all books and accounts of the church if requested.
3. They shall meet monthly prior to the monthly business meeting of the church to review the business meeting of the church to review the treasurer’s monthly report. This does not preclude other called meetings as deemed necessary by the committee chair or church administrator.
4. They shall provide for bonding of the church treasurer.
5. They shall prepare and submit to the church, for approval at its annual business meeting (or at such other time as may be deemed best by the church) an inclusive budget indicating by item the amount needed and sought for all local expenses and purposes and in like manner for all denominational or other approved, non-local sources.
6. They shall, during the budget preparation process:
a. consult with the pastor, the deacon body and church staff members.
b. request that heads of the various church organizations, committees, or departments submit written estimates of the projected needs of their particular area of the responsibility at least two (2) weeks prior to the announced budget preparation meeting. These requests will be include the name of the person(s) authorized to make purchases or otherwise obligate funds for that organization, committee or department.
c. Devise and provide to the organization, committee and department appropriate forms for those budget requests.
( C) All special offerings sought by any member or organization within the church must be reviewed and recommended by the Budget and Finance Committee to the church before being taken. This does not preclude individuals making special offerings to various caused at any time they are led by the Spirit of God to do so.
(D) The Budget and Finance Committee will take a leadership position in stewardship promotion throughout the year. They will educate the church members in the concept that membership in the church should involve a financial responsibility and that as part of their dedication to God’s work they should systematically support the local church with their tithes and offerings.
(F) They shall develop and recommend salaries and benefits packages to the church for church employees, including the pastor.
Section 8. Flower Committee
(A) The Flower Committee shall consist of three (3) members elected annually by the church. They shall be nominated by the Nominating Committee and/or from the floor.
(B) They shall promote the beautification of the auditorium with flowers for the regular services.
(C) They shall arrange for the sending of flowers to funerals. Flowers should be sent when:
1. A member of the church dies.
2. The mother or father, spouse or child of a member dies.
(D) They shall store and care for natural or artificial plants or flowers to be used in a service.
Section 9. Falls Creek Committee.
(A) The Falls Creek Committee shall consist of five (5) members elected annually by the church. They shall be nominated by the Nominating Committee and/or from the floor
(B) They shall be responsible for the care, upkeep, use and enlargement of the church’s property on the Falls Creek campground.
(C) They shall coordinate and cooperate with the State Assembly Committee in maintaining the purpose, spirit and high ideals of the assembly, and with the camp ground director on the protection, maintenance, and improvement of the church’s property.
(D) Members of the committee will develop a maintenance checklist for the cabin and will visit it before and after the use of the cabin by any group to determine general cabin condition and necessary maintenance and repairs. [Upon church approval, committee members may be reimbursed mileage for these trips when they use their own vehicles.] The committee chair and the church administrator will coordinate and cooperate with each other in insuring that all repairs and maintenance are done in a timely and satisfactory fashion.
(E) They shall recommend rules and regulations for governing the use of the cabin by the church’s various organizations and by other churches including recommendations on rental rates for the cabin.
(F) They shall work with the Youth Director who shall have charge of plans, helpers, and sponsors, cooks, menus and food for the annual summer youth camp.
Section 10. Fellowship Committee & Special Events Committee
(A) The Fellowship Committee shall consist of five (5) members elected annually by the church. They shall be nominated by the Nominating Committee and/or from the floor.
(B) They shall have general charge and care of the church kitchen.
(C) They shall seek to promote a closer fellowship among church members.
(D) They shall be in charge of all general church meals and fellowships.
(E) They shall serve as the church’s official hosts and shall arrange for all meals for Associational meetings, Worker’s Conference and other similar occasions.
(F) They shall designate, on a rotating basis, at least one member of the committee to serve as official host(s) to be responsible for and act as official host(s) for special events such as weddings, receptions and rehearsals.
(G) They shall be responsible for developing guidelines for special events, such as weddings, showers, funerals, and anniversary parties. Those guidelines will be submitted and rehearsals.
Section 11. Music Committee
(A) The Music Committee shall consist of five (5) members elected annually by the church. They shall be nominated by the Nominating Committee based upon recommendations from the various choirs.
(B) It shall be the duty of this committee to have general charge of all matters in connection with the music of the church.
(C) They shall recommend suitable persons as directors for various choirs, as well as organists, pianists, choir secretaries and other such positions as may be authorized by the church.
(D) They shall recommend to the church for approval specific duties for all of the above.
(E) They shall also:
1. encourage attendance at choir rehearsals.
2. promote the improvement of church music and the work of the choirs.
3. decorate the sanctuary for Christmas and Easter Cantatas.
4. work with the choir directors in maintaining the music library and song books, including congregational song books.
Section 12: Nursery Committee
(A) The Nursery Committee shall consist of five (5) members elected annually by the church. They shall be nominated by the Nominating Committee and/or from the floor.
(B) The committee shall work with the nursery coordinator in surveying and addressing nursery needs. The nursery committee will act as an advisory committee and a sounding board to the nursery coordinator in making recommendations concerning equipment, cleanliness and care of the nurseries to the church.
(C) They nursery committee will help publicize and enforce the nursery policies approved by the church.
Section 13. Van Committee
(A) The Van Committee shall consist of thirteen (13) members elected annually by the church. They shall be nominated by the Nominating Committee and/or from the floor.
(B) The Van Committee shall establish written policies and procedures for use of the vans by various church organizations and for use by any denominational organizations.
(C) The Van Committee will work with church staff and church organizations heads in planning and operating the Bus Ministry
(D) The Van Committee shall be responsible for maintenance and upkeep on the church’s vans and shall make recommendations to the church on van utilization and replacement.
Section 14. Buildings, Grounds, and Properties Committee.
(A) The Buildings, Grounds and Properties Committee shall consist five (5) members elected annually by the church. They shall be nominated by the Nominated Committee and/or from the floor.
(B) This committee shall be responsible for the management, maintenance and upkeep of all church properties. Their goal should be a neat, well-maintained appearance for all the church’s properties. In pursuit of that goal, they shall arrange promptly for any needed maintenance and repairs. They shall coordinate their responsibilities with any other applicable committee or church organization involved with the acquisition, building or expansion of specific church properties.
(C) They shall inspect and inventory all church properties, at least annually. They shall make recommendations to the church and oversee the buying and selling of church equipment.
(D) They shall review church insurance policies on an annual bases and recommend changes and additions as deemed appropriate.
(E) They shall review requests and establish written procedures and policies for the on-going use of church facilities or properties by non-church organizations or individuals.
(F) In administration of the church’s resources, they shall strive to set a Christian example in all their financial and commercial dealings.
Section 15. Youth Committee.
(A) The Youth Committee shall consist of eight (8) adult and youth members elected annually by the church. They shall be nominated by the Nominating Committee and/or from the floor.
(B) They shall assist the Youth Director in planning and carrying out a program of Christian education and growth for our youth.
(C) They shall also assist the Youth Director in planning, promoting and carrying out youth recreational programs and in overseeing the acquisition and maintenance of the Youth Program’s equipment.
(D) They shall assist in the organization of and the activities of a Youth Council. The organization, membership composition and activities of that council shall be determined by the Youth Committee.
Section 16. Policy, Procedure and Personnel Committee.
(A) The Policy, Procedure and Personnel Committee shall consist of six (6) members elected annually by the church. They shall be nominated by the Nominating Committee and/or from the floor.
(B) They shall study the responsibilities and activities of the church and recommend committees and organizations to best promote the overall mission of the church. They shall use to Southern Baptist system of grading as a gu ideline to establish the framework of church organizations.
(C) They shall recommend policies and procedures for these committees and organizations so as to define clear areas of responsibility, reduce duplication and promote efficiency. They shall review all procedures and policies established by other church committees and, if necessary, suggest revisions necessary in order to make those policies consistent with the Church Constitution and By-Laws. They shall assist, when requested to do so by the church, in writing guidelines for any special or temporary committee created by the church.
(D) Annually, by July 1 of each year the Policy, Procedure and Personnel Committee will review, update and present to the church for approval, a list of church policies. This annual list of policies will supersede all earlier policies and can itself be corrected or added to by a majority vote of the church at regular business meetings. It will be published and made available for all church members.
